Java record varargs field works in separate compilation, but not in joint compilation

@hamzaremmal I think I've got a fix for that, since I need this for #24140. I can take this over.

The fix is in the Java parser when we add accessors for the formal parameters. I assigned it to me as I thought I could find 5 minutes to do it. Feel free to assign it to you and assign the PR to me.
