bundled feature: Add support for linux arm64

Building the library files could be done using CircleCI, as they already support the arm64 architecture. Github Actions support for arm64 linux is currently in private beta and sounds like they won't be supporting it until the end of the year.

Thanks for the suggestion! I didn't know about CircleCI, I will definitely check it out. I added scipopt/scipoptsuite-deploy#7 to track this on the scipoptsuite-deploy repo that's responsible for generating all the library files.
