Option to disable auto-approve on user or request basis

Description

As a user with auto approve enabled it would be great to have the option to also disable this. I want to add things to the list without auto approve but since my account is the admin account i cant deactive the auto aprove in any way

Desired Behavior

One Option would be to be able to disable the auto approve as user config. If then that user creates a new request it will not be auto approved and the information is also not shown.

Another option would be a request to request basis. In that case a checkbox or toggle in the request mondal view would be interesting to disable the auto approve for that request.

Additional Context

That would be especially helpfull when a user with auto approve rights add something to the list in the name of another user that does not have these rights

My fix addresses this only where the user is the owner/admin. I think this partially resolves your issue?
