Description

If you have setup a request limit for movies or TV for your users, and a user has met the limit they can no longer request until the set time has passed.
But I feel like an admin should be able to force a request through the system, for that same user who is at the limit.
Currently even an admin can't make a request, for a user who at their limit.

Steps to Reproduce

1. Have a user with a movie or TV request limit
2. Request movies or TV shows until the limit is reached and they cannot request anything else through the system.
3. As the system admin, request a movie or TV show as the user who has reached the limit.
   I believe an admin should be able to request a movie or TV as any user, even if the limit has been reached for that user.
