When adding Metrics labels in run time, the metrics filtering ignores them

Two advanced metrics mechanisms do not work well with each other.
A user can manipulate labels in runtime using the metric relabel API. The user can create a new label using the replace option.

Users can also filter the metrics they get using labels. Currently, labels that was added in run time cannot be used for filtering.
