Implement beast init to setup beast on host (Beast/v1) #417
Description
Current Senario
Right now, It takes too much effort to set up Beast due to irregularities and minor issues.
We want anyone to make, build, or just download beast's object file and run beast init to set up all the directories and configs as base (preferably in an interactive manner (matter of discussion)).
Also, change beast run to first validate if beast is setup earlier or not. If not then call beast init.
Deliverables
After beast init, beast run should work out of the box
