VMs distribution for each track

We don't have any rules to put a challenge in a specific VM.
I think we should use specific VMs for each track, otherwise, we can end up having a lot of challenges on a single VM.
For example, 3 VMs for each track are more than enough.
One can be the primary and 2 backups.
