Prevent automatic backups when user is in restore flow

Under some circumstances it can happen that the system is starting a new backup while the user is currently restoring data. E.g. the scheduled time has come or the user inserted a flash drive for restore.

We should check if the system allows us to have backup and restore run in parallel. But maybe for I/O reasons, we should just wait with backups while restoring.
