Frank wants to add Cornell labs to PEGR to work with YEP data directly, and PCRP. Basically any datasets that are published should be a "public" option and listed under projects for all members of PEGR.

Boolean flag added to Project model which sets a project as 'Public'

All users irrespective of group/role will be able to visualize a 'Public' project with 'View-only' Guest permissions unless explicitly authorized otherwise.

The ability to flag a Project as 'Public' should be added into a the Admin Console.
