Is your feature request related to a problem? Please describe.
Currently, I'm developing a programming language called RuLa to generate a set of serialized RuleSets.
I'd like to make it handy and integrate it into the QuISP ecosystem.

Describe the solution you'd like
The first step of the integration is to make the compatibility between generated RuleSet and the current RuleSet in QuISP.
RuLa follows the instruction set shown in A Quantum Internet Architecture.
I guess this is not the same as the current QuISP RuleSet Instructions.

Additional context
I'll work on the plan for the integration and get a consensus with the teams.
I guess RuLa has still missing features for this purpose. I'll continue developing it.
