Post-merge audit of PR #363 found user-visible behavior changes without a matching CHANGELOG.md Unreleased entry.

Evidence

PR #363 changed runtime/workflow behavior, including selected-template validation in cpflow doctor and generated review-app health/status behavior. CHANGELOG.md currently has no Unreleased entry for PR #363 or these behavior changes.

Desired outcome

Run the repo changelog workflow or add an Unreleased changelog entry for PR #363 before the next release candidate/final release.
