Add ability to add logs to multiple people at the same time.

Currently you can add logs one by one to people and animals and you can also bulk add logs to animals via the bulk change feature.
However, there is no option for bulk adding logs for people.

This would be useful for adding a log to multiple people if you've contacted them outside of ASM I.e "messaged all fosterers in internal chat to inform of x"

Currently if you want to add that log to them all you'd have to do it one by one.
