It should be. Have you copied files in _layouts directory? To see whether the plugin is working or not, you can add debug message to _plugins/monthly_archive_plugin.rb.

i did all of instruction ,

when i create a page like this

layout: category_archive
permalink: /archive/
title: Archive

tagline: Archive

and then this

layout: page

Category archive for {{ page.category.project }}
    {{ content }}

you can access it here for the result
http://zendzo.github.io/archive/

I think github pages do not accept plugins. I believe that's the reason why.

should i add
plugins: monthly_archive_plugin variable in the config file?

No. Github pages, by design, do not read any plugin or extension. It only use default jekyll processing and liquid template processing. So, even you copied the plugin, it will not work on github pages.
