[Feature Request] Send Removal Messages

Users have expressed interest in the app sending removal notifications to affected users. Currently the Removal Reason configuration setting is only used to apply a removal reason for modlog tracking purposes. It is not configured to send a removal notification reply/message to the targeted user.

Devvit currently does not support sending removal messages (see implementation in PRAW). This would have to be implemented manually using comment replies or Modmail Conversations and would be unable to use the u/subreddit-ModTeam account.
