menu does not respect cookie #1960

when first opened all of the menu is collapse apart from logout which is fine but as soon as you view another page all items are expanded.

is this caused by

sharing of cookie to my main site
incorrect reading of cookie as initial settings is done by the lack of a cookie

shoulders added the bug label

shoulders added this to the 3.1.4 milestone
