Partial project creation

Describe the bug
For whatever reason hg was struggling.
The result of a project-creation request this wasn't successful and left the project in a bad state: Trace

• The draft project was deleted (because we use ExecuteDelete, which is not part of the current transaction
• The repo directory was created
• The project was not created in the db

To Reproduce
No idea

Expected behavior
Creating a project should either totally work or do nothing.
