Add the AI4AI survey paper page (#10)

* Add the AI4AI survey paper page

Bilingual (en/zh) project page for "On the Eve of AI4AI", with abstract,
taxonomy and closure sections, figures from the paper, a sticky table of
contents on wide viewports, and links from the homepage and sitemap.


* Show a non-clickable coming-soon state for the paper link

The arXiv URL was a placeholder that returned 404, flagged by both PR
reviewers. Keep the bilingual label disabled until the preprint is live.
