[Metrics] Support scraping metrics from external Kubernetes clusters with the Prometheus service managed by users #7243
Description
Currently, we request the users to create the Prometheus with helm chart in the skypilot namespace, check the code here, however, it's possible that users have already deployed the Prometheus with helm chart or operator by themselves, we may need to support scraping the metrics from the existing Prometheus service.
