`sky down controller` raise exception(timeout) on EKS helm API server

sky.exceptions.CloudError: botocore error (WaiterError): Waiter InstanceTerminated failed: Waiter encountered a terminal failure state: For expression "Reservations[].Instances[].State.Name" we matched expected path: "stopping" at least once

Reproduce:

pytest tests/smoke_tests/test_images.py::test_helm_deploy_eks --aws --helm-version 1.0.0.dev20250914 --helm-package skypilot-nightly

test avaliable in this PR #7223, avaliable in master after merge

It actually success, next sky status ommand can't find the record and won't affect test result.
The exception is annoying.
