A Document is tied to the Polity it is created in.
A Document belongs to 0 or more Issues that it has been discussed in.
Change proposals to a Document belong the to the (Document,Issue) pair, not to the Document alone.

Does this mean that two different change proposals on the same document, but under a different issue, might be accepted, while being, in some way, inconsistent?

E.g. proposal 1 says: "we should add more of X" and proposal 2 says "we should reduce X", and if both are accepted, will the later one override the newer one?

Just trying to foresee some weird situations.. Not really anticipating this in any way soon.

Another way could be that proposals are created in issues, but can be attached to multiple issues. More complex though.. and may not be what @smari had in mind originally for the way it should work. Any thoughts @smari?
