Not sure if intended, reporting as bug for now.
On vulkan client r_uifullscreen seems to be applied by default and changing it to 0 or 1 has no affect.
Did not test with GL client, but on vanilla, osp and rtcwpro r_uifullscreen would not persist through out map changes or intermission and would require being set again on map start every time.
