Could you please provide the crawling code that you used to crawl and extract annotations from the publicly available Excel Charts?

That would be impossible, I am no longer working in Microsoft.
However I can provide some ideas, like using some firle fomat softwares like the Aspose to read a raw format chat data and combine its jpg version to creat such kinds of data.
