Define lightweight backport workflow

This has been discussed during the Anchor community meeting. The idea is to ensure changes made on a main (or newer) branch of a codebase are selectively applied (backported) to older, still-supported branches.
It’s common in projects that need to maintain multiple release versions where not all users can immediately upgrade to the latest release
