Adopt and implement the FileHost capability #314

@lf94

Description

@lf94

Since the inception of IRC, sharing files has mostly been an external services' job. With the issues that plague DCC, using a file upload service is much easier for users. How can such file upload services be found though? How can users determine which are trustworthy or reasonable? Are all file upload services created equal and have consistent experiences? No.

I took an initiative to ask some people very familiar with the proposal format, and @progval was extremely kind to write something for me. This proposal touches on exactly the type of thing I would like to see in the IRC ecosystem: a consistent file uploading experience that remains external to the IRC protocol.

The final phase is to get an ircd to adopt the capability and use it in production.

Asking Solanum developers to implement this seems to be a good challenge to overcome first if I'm to achieve this goal. Surely they will have questions, comments, and criticisms which can used to further enhance and strengthen the proposal.
