Credit-WD-Del/pkts is not increasing in test_voq_queue_counter

E Failed: Credit-WD-Del/pkts is not increasing

queue_counter_assertion is still False after 300 seconds

This is a Broadcom issue and a SCP has been created for this issue: CSP CS00012350647

This will be fixed in SAI 13.X.
We will skip the testcase for now.

Steps to reproduce the issue:

1. Execute voq/test_voq_counter.py::TestVoqCounter::test_voq_queue_counter[multi_dut_shortlink_to_longlink]
