sonic-vpp cicd pipeline build succeeded but failed dirty check, which checks modified files: https://dev.azure.com/mssonic/build/_build/results?buildId=723335&view=results
sonic-vpp shares the same device-data with vs but modifies platform_asic from vs to vpp (see platform_setup.sh) during build. This causes above dirty check failure.

 - update README
 - update vpp build to build debian packages directly
 - update saivpp/src/saivpp.h to use sai.vs_profile attributes
