Is it possible to add windows binary distribution? Or just a visual studio source project

Last time I checked, the zip files in the Releases page work on windows (as relocatable packages - all file access is relative). It seems unlikely that anyone will be making a .msi soon, and I don't know what's involved with a visual studio project (back when this project was active, all development was done with vim on OSX and Linux).
