Please update matrix-appservice-irc to the latest upstream version

Hi,

Currently the matrix-appservice-irc service defaults to version 1.0.1, but upstream is at version 3.0.5, which was released less than a month ago:

https://github.com/matrix-org/matrix-appservice-irc/releases

I haven't personally tested to see if there are any breaking changes with the latest version, but given that there are a number of security fixes in the from 1.0.1 to 3.0.5, I believe it's a good idea to bump it.

It is worked on at #3512; the person who opened the PR requests help and you might be probably interested in testing it out.

@thomwiggers @spantaleev et al: I've just pushed a branch to:

which is my attempt at performing the update. As I said in #3512 , I covered the mediaproxy stuff as best as I could. I'm still not sure if it's entirely correct, and unfortunately it's bedtime for me now so I won't be able to test it. However, if any of you has some time I'd love to hear feedback.
