create/modify custom resource object using api

So that Ui can have a simple form for the required inputs, then pass it to the operator API. The operator engine will process the payload and create/provision/update custom resource objects. This is to improve the user experience so that the user has less interaction with the backend stuff.

Such API would require special Role and also would be in sync with access to namespace.
User cannot create CRD in namespace which doesn't have access to.
