Problem

The Toolsets → Add/Remove Tools screen needs additional filtering capabilities and features to improve user experience.

Solution

Enhance the Add/Remove Tools screen with the following features:

1. "Disable All" button - Allow users to quickly disable all tools at once
2. Filter by "Enabled" - Add filtering support to show only enabled or disabled tools
3. Filter by method - Add filtering support to filter tools by HTTP method

Acceptance Criteria

• "Disable All" button is added to the interface
• Users can filter tools by enabled/disabled status
• Users can filter tools by HTTP method
• All filtering options work together (can combine filters)
• UI remains intuitive and performant with filters applied
