Problem

There are several loading states that don't look great on the toolset page. One particular loading state is described as "egregious" and needs improvement.

Solution

Improve the loading states on the toolset page to provide a better user experience. This should include:

• Better visual feedback during loading
• Smoother transitions
• More appropriate loading indicators
• Reduced visual jarring during state changes
