Add a new configuration page to create new Discipline, Division, Collection

This enhancement proposes the development of a new System Configuration Tool, exclusively for Institution Administrators, within the User Tools menu that will allow users to manage disciplines, divisions, and collections efficiently. The tool will include functionalities for creating and displaying these entities and configuring various associated institutional settings.

Configure Institutional Hierarchy

In the "System Configuration" utility, the user should clearly see all levels of the institutional hierarchy:

Institution
	Division 1
		Discipline 1
			Collection 1
	Division 2
		Discipline 2
			Collection 2
			Collection 3
			Collection 4
	Discipline 3
			Collection 5
			Collection 6
			Collection 7

The user should be able to add a new child under the respective parent (e.g., Institution, Division, Discipline). From here, the user should automatically see the Guided Setup as described in #2931.
