Add support for AWS S3 ap-south-1 region

Amazon has added new region ap-south-1 (Mumbai) which is not supported in this library at present. On trying it throws error:

Could not transfer metadata xxxxx/maven-metadata.xml from/to xxxxx (s3://xxxx/snapshot): 'ap-south-1' is not a valid location constraint

@abhishek9 you can use this project: https://github.com/platform-team/aws-maven. it is being maintained and supports new regions.

i am receiving this error also, but for another region: 'us-east-2' is not a valid location constraint
@nebhale could you see this error for us ?
