Support Resource actions

Description

The comparable feature in Statamic is: statamic/cms#10471.

On a resource listing page, I'd like to be able to add actions here:

Steps to reproduce

1. open a resource listing page
2. note, with sadness, you can't add actions to the 3 dot drop down
