Can @juggle/resize-observer be removed?

Having a polyfill for resizeObserver added to the library adds unnecessary bloat. There's good browser support for it, so it's not necessary for most. If there's already a polyfill for it in your project, having another in this library is also unnecessary.

A suggestion is to remove the dependency completely and add instructions how to add it if needed.
