Agent should have receipt store along the side of delegations store

Right now clients just drop all the receipts. If they want them they have to ask us for them. We should reconsider our approach and store all of them on the client for fast access which will align with #1326

In addition we should consider storing all the user receipts in their spaces as opposed having our side store.
