Cleanup the Saturn payouts smart contract admins

With the changes in team structure and after merging filecoin-saturn/contracts#83, we need to get this done.

It seems there's a way to do this, but we don't want to alter any of the smart contracts.

@travis I think in order to close this we just need to validate you can invoke the smart contract 👍
