Kinesis cost reduction for testing / CI #232

We noticed quite high costs just for having kinesis infrastructure for testing. Some quick wins were added in #231 .

We should consider other measures, such as:

tool that proactively tears down running infrastructure for stalled PRs (or setup tests in a way that kinesis is put on and off for the tests)
get historical content kinesis stream flushed out
