New Spec Section: Implementation Guidelines

We recently received a contribution #78 that suggests standardizing ports for roles.

That got me thinking about the discussions we had on stratum-mining/stratum#869

it might be a good idea to add a new section (11) to the specs titled Implementation Guidelines.

That sounds like a good idea, I always get confused about which port to use. It makes tutorials / workshops more difficult when you can't point to a simple overview of which port to use where.
