Should notes with Spanish (inverted) question mark (¿) also be shown as quests when the Latin question mark (?) is missing?

Going by the planet-notes-latest.osn from planet.openstreemap.org, there are 12 (see list) notes, where, contrary to the above mentioned usage, the Latin question mark is omitted and thus the note will not be shown in SC.
