allows SC to display any note as a quest ("can you contribute to this note?") when the above question marks are contained in the opening comment of the note.
Going by the planet-notes-latest.osn from planet.openstreemap.org, there are 12 (see list) notes, where, contrary to the above mentioned usage, the Latin question mark is omitted and thus the note will not be shown in SC.
