[Bug] "Unable to create the external test channel" for public platform app — versions appear out of order

Bug Description

When attempting to set up an external test channel from the Dashboard
(Developers → Apps → External test → Get Started), the error
"Unable to create the external test channel" is shown regardless of
which version is selected. The action never completes.

Steps to Reproduce

1. Log in to Stripe Dashboard as the app owner account
2. Go to Developers → Apps → Gravty Loyalty → External test tab
3. Click "Get Started"
4. Select any available version
5. Click to create the channel

Expected Behavior

External test channel is created and an install link is generated.

Actual Behavior

Error message: "Unable to create the external test channel."
The channel is never created.

Environment

• Stripe CLI authenticated to correct owner account (confirmed via stripe login)
• Upload confirmed successful via stripe apps upload
• Stripe CLI version: (run stripe version and paste here)
• OS: macOS
