Global Content Blocks System

Hello! I'd like to propose adding a Global Content Blocks system that we've used extensively for client work (our clients love it).

What it does:
Centralized management of reusable content blocks with two placement options:

1. Automatic placement with granular visibility controls (all pages, selected pages, or exceptions)
2. Manual placement

Perfect for bottom-page CTAs, site-wide announcements, conditional content, etc.

Given this might be too complex/bloated for the core starter kit, this could work well as an addition to the Commands addon.

We have a working implementation with blueprints, templates, and configuration. Happy to contribute via PR if there's interest, or discuss the best approach for integration. This consistently solves the "reusable conditional content" problem we see across client projects while giving content managers maximum flexibility.

That's really cool. I like it. I've done something similar on previous sites but not as flexible as this solution. Happy to offer this as a preset!
