Pressing ArrowDown or the J key while in command mode will move the cursor to an almost off-screen position at the right side of the screen, but will not proceed to the next line.
How to reproduce
Make sure word wrap is on. Enable Vintage mode.
Open a new file.
Type a line of text that terminates in a period (the "." character)
Resize the window so that the word wrap puts only the period onto the next line.
Enter command mode. Put the cursor right-of-center on the starting line. Press ArrowDown or the J key.
