Can you use hashtag_media_recent amount in the range of 100k - 1000k posts ?

I want to get json data of user posting with a certain hashtags, can hashtag_media_recent used to get 100000 - 1000000 posts in a single run ?

You can, but most likely you will be quickly banned from Instagram. You can use https://lamadava.com/ (we use thousands of proxies and our accounts to receive data)

I want to ask something, can you use hashtag_media_recent with 2 accounts, and I want to use the first account to query the first 2000 posts and the second account the next 2000 posts, and not starting over the process of hashtag_media_recent with the same hashtag ? In summary I want to use hashtag_media_recent with 4000 posts result with 2 switching account in the process.
