commentary on the inherent network effects of capital
discussion how monetary policy will be even more centralized => biased towards domain-specific experts
goal is to establish a framework for optimistically biasing decisions to council opinion while simultaneously encouraging education of participants (db8) such that strong turnout still maintains control in extenuating circumstances
