Wrong tool used for raft and raft interface support when raft is enabled #4473

What happened?

I am printing a part that has no real flat face, so I want to try using a raft to support the whole bottom and hopefully get a better bottom finish. I am printing in PETG using PLA as support material. If I slice without raft the support and interface layers are PLA (Tool 2). If I enable a raft, the raft and raft suppport interface material change to the primary tool (PETG), not good.

Project file & How to reproduce

I am uploading 2 files - one with no raft, the 2nd with a raft. I created a very small part with the issue.
