Sanity Checks and Usability Checks for Kepler Docker Metal and VM Services

What would you like to be added?

Include Following Checks to ensure the Docker Compose is functioning:

• Check Prometheus Queries are reachable
• Check Logs for Metal Kepler, Model Server, Prometheus, Grafana, Scaphandre (optional) Services and virt-net (check if running)
• Check if VM Metrics are reachable (i.e exist)

Why is this needed?

Serves as an additional tool to check if setup is done correctly for local use and potentially in CI.
