Validator must validate if the metal kepler produces values as expected #1682

Looking into the recent validation reports - https://github.com/sustainable-computing-io/kepler-metal-ci/blob/main/docs/validation/2024-08-07/report-v0.7.11-82-gdd3e88b8.md
We see that the kepler running on metal produces the following

The expected curve looks more like an inverted parabola.

Few things stand out

  1. Metal kepler must be compare to either scaphandre or intel pcm metrics to assert the kepler on baremetal is observing the state of system correctly
  2. The above must observations must reported correctly
  3. The validation should restart and only if the above is correct should we compare kepler metal against the vm metal
