Currently protocol SocketOption and socket.setValue / socket.getValue all assume the hardcoded level SOL_SOCKET.

This PR allows each option to provide its own level, while defaulting to SOL_SOCKET if not supplied by clients.

This enables protocol SocketOption and related API to be used for setting ip_pktinfo/ipv6_pktinfo
