Move ActivityPub issues to https://github.com/w3c/activitypub/issues #28

The most appropriate tracker for ActivityPub issues seems to be
https://github.com/w3c/activitypub/issues

I therefore propose to move all those issues from here over there.

It's worth noting that the https://github.com/w3c/activitypub/ repo says that ActivityPub is "being developed as part of the W3C Social Web Working Group" which says in a big banner that it "was active 2014-07-21 to 2018-02-13" and (in much smaller type) points in turn to "the Social Web Incubator Community Group for current and future activity"; while that wiki page links to a broken calendar, says that its next meeting will be "2021-01-29 1700 UTC", and links to minutes from its most recent meeting at 2021-05-07 Open discussion and demos...

I think that https://www.w3.org/groups/cg/socialcg should replace https://www.w3.org/wiki/SocialCG. Various other updates appear to be appropriate and necessary across this activity/IG/CG, based on the details found there (once such details are themselves verified/confirmed).

@TallTed Thanks for compiling this info. I wonder if https://www.w3.org/community/socialcg/ or https://www.w3.org/groups/cg/socialcg/ should be linked to.
